The Government has asked parliament to exonerate Bank of Uganda, Emmanuel Tumusiime Mutebile from blame over the payment of 142 billion shillings in compensations to businessman Hassan Basajjabalaba. The government position that was presented on the floor of the House by Defence minister Crispus Kiyonga argues that Mutebile should not be held personally liable because was misled by the then Finance minister Syda Bbumba.
