There's been a big emphasis on schooling in development. It was believed that increased schooling - participation and graduation rates - would help transform poor societies to rich societies. Lant Pritchett says says we're going about it wrong. The emphasis needs to be on education and how much are children actually acquiring capabilities while they are in school.
