Speech by Piero Fassino, Mayot of Turin, at the 21st Session of the Congress of Local and Regional Authorities.

During the debate on "Citizen participation and local and regional level in Europe", Mr Fassino emphasised the need of institutional and political renovations in order to increase citizen participation. He gave the example of the Italian Primary Elections held for the first time in 2005.
