CAA, a law that have been a contentious issue in Indian politics since its introduction. West Bengal, with its diverse population and complex political landscape, has been particularly affected by debates surrounding the CAA.
In this video we will talk about some potential impacts the CAA rules could have on West Bengal politics:
Firstly let's understand the basics of CAA, Passed by Parliament more than four years ago, the legislation introduces a religious element into India’s citizenship law by providing Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Bangladesh and Pakistan a fast track to Indian citizenship
Pointedly, not only are Muslims excluded from this list, but along with that countries like Myanmar and Sri Lanka that do not have Muslim majorities.
Big quesstion here is, will CAA actually help the refuees?
The BJP has claimed that the CAA is meant to provide refuge to persecuted minorities from India’s neighbouring countries. Now only 1 major issue with CAA is it demand that undocumented refugees produce documents from their country of origin with that it also opens up the entire process to fraud. How will the Indian state determine that a document is genuine, given that it cannot check back with the country of origin?
Now major concern here is also that most refugees, specifically from Bangladesh have long received citizenship using informal means in both Assam and West Bengal.
Now if we specifically talk about Bengal's dynamics then they do have cultural links across the border, this informal process of Bangladeshi Hindu refugees acquiring Indian citizenship has been easy in West Bengal.
Refugees in millions have already migrated in India. Vast majority of refugees in Bengal have now become Indian citizens through informal means.
On paper, the CAA does not directly affect Indian Muslims. However, Amit Shah recently linked the CAA to a proposed National Register of Citizens, claiming that only Indian Muslims would have to undergo future citizenship tests.
Now this decision is going to effect the upcoming lok sabha elections as well, after Sandeshkhali violence in West Bengal it seemed like TMC is loosing it's dominating position in West Bengal but Mamata Banerjee’s strong stand against the CAA might help her out. Expectedly, the Trinamool has tried to pin down the BJP on this. Banerjee warned people against applying for CAA. She argued that “it is connected with NRC” and would mark them out as “infiltrators” and put them at risk of being sent to a “detention camp”.
