Health Secretary Matt Hancock confirmed in a statement to MPs that Leicester will re-enter a stricter lockdown, with non-essential shops closed from tomorrow and schools shut from Thursday. Language barriers, high levels of diabetes and poverty among Leicester's BAME residents were earlier being blamed for the Covid-19 surge in the East Midlands city as it was revealed its 350,000 population may have their lockdown extended for two extra weeks from Saturday. City councillor Ratilal Govind told MailOnline he thought there had been a lack of communication with people who do not speak English as a first language in the city, which has 49 per cent of its population of Asian heritage or from black backgrounds. In the east of Leicester, where the outbreak is at its worst, up to two-thirds of residents are BAME.
