In the Victorian era, ladies undergarments weighed in the neighborhood of 14 to 20lbs. Petticoats added the most weight, and they often wore multiple petticoats to add warmth and make their skirts fuller. At minimum, women would wear a cotton and a flannel petticoat, but often filled out their skirts with multiple layers of petticoats, some of which were woven with cords and horse hair to make their skirts stand out.
The hooped skirt aka "crinoline" was invented to give that bell-shape without needing multiple heavy layers of fabric. Of course, those came with other issues (like being monstrously wide and cumbersome). All sorts of fun!
