The right to travel is not in the Constitution, nor in the Bill of Rights, but the Supreme Court has found that this right to travel is a fundamental right because it effects your ability to make a living. As such, when governments deprive you of your right to travel, the courts will use the strict scrutiny test which includes three elements. If the government cannot prove that they have a compelling state interest, that the law is narrowly tailored, and that the law is the least restrictive means for achieving the purpose, then the law fails.
