Many projects are started and killed before completion. Where they are finished, decay sets in gradually owing to what many believe is the lack of Maintenance Culture.
When human capital projects are abandoned, there are many who believe it's a product of the lack of maintenance culture, which might have been a force propelling towards the completion.
Indeed, when one takes a look at the current problems in Nigeria, would it be right to say they are maintenance related? Is it a question of policy failure? Who should be held accountable, the government or the people?
