In South Central Los Angeles, the Street Thunder gang takes a stash of assault rifles and pistols. At 3:00 a.m. on a Saturday in Anderson, a crime-ridden ghetto, a team of heavily armed LAPD officers ambushes and kills six gang members. Later, the gang's four warlords take a blood pledge of vengeance against the cops and the people of Los Angeles.
Lieutenant Ethan Bishop, a freshly promoted highway patrol officer, is assigned to oversee the decommissioned Anderson police station in the final hours before it is permanently closed. Sergeant Chaney and the station's two secretaries, Leigh and Julie, are the only remaining staff members. A prison bus led by a man named Starker arrives to seek medical attention for one of three inmates being taken to the state penitentiary: Napoleon Wilson, a convicted killer; Wells; and Caudell, who is ill. Across town, the Street Thunder warlords drive around hunting for victims to slaughter. One of the warlords shoots and kills a young girl named Kathy and the driver of an ice cream van. Lawson, Kathy's father, pursues and kills the warlord before other gang members chase him into the Anderson Precinct. Lawson is in shock and unable to express what has occurred to him.
