Some people think they rotate, others say they don’t. Science has proven that they do. You should still stagger the ring gaps when you build the engine to ensure everything is optimal when the engine is first fired. But the rings will rotate around the piston as the engine operates. The ring gaps will align with each other periodically from time to time and result in increased oil consumption while in that condition. But they will eventually drift away from each other and all will return to normal.
