I've just bought 6 Nvidia Gtx 1060 MSI and I notice that one of these cards is working differently from the others. As you can see, the video shows that specific card which has just one fan working at a time (sometimes they start together). None of the others cards have such behavior. They all keep 2 fans off when its cool, starting the two fans simultaneously when the temperature reaches about 52 degrees. I still looking into that to know if it is a hardware malfunction or just a card with different firmware...
Edit: It is really a defective hardware. Be careful, sometimes both fans can get to that failure position and none of them will start spinning. This happened with my card once and it got overheated. I'm sending that card back in order to receive a replacement.
