If you load a saved game after the 1st time you've started the game weather effects won't display correctly until you reboot the game client.

My saved file has a snow storm occurring. The 1st load will load the correct visuals. Every subsequent loads of the same saved file will load without the weather effect. Game weather UI displays it as storming, but no visuals to indicate it occurring in the game world.

Just another Witcher 3 bug found within less than 2 minutes of playing the game.
