When James Wallner was a toddler, he and his brother played in a pile of "Mr Fluffy"-brand loose fill asbestos in their Canberra home.
Decades later, he has been diagnosed with mesothelioma. The ACT Government has been buying and demolishing houses contaminated with the carcinogenic material, but there is no fund to compensate victims.
