Happy that I got my Ruckus running and starting after charging my battery. I proceeded to the next step. Oil change! Made sure the oil was correct, 4 Stroke Scooter Oil 10W-40.

Gave it a spin around the alleyway. Worked good. Then decided to check the air filter. Looked okay.

Then proceeded to test it again...oh oh. Now it does this. *see video*

Tried adjusting the air filter but still does the same thing. Do you guys think it is the oil or the air filter?
