Otto is appeared from an extra ops event called Under City. He is a human carrying a rare lycanthrope virus, that slowly transformed into a werewolf-human hybrid overtime as the virus ravaged his body. That virus has hardened Otto's skin, allowing him to endure heavy damage and heal rapidly from injuries. He uses his claws to attack and can temporarily transform into a werewolf, using shadows to ambush and tear apart enemies.
