Croatia's President Grabar Kitarovic said on Saturday that "we need to be very realistic" about how many migrants and refugees her country can accommodate and the effect it will have on its recovering economy.
Kitarovic said Croatia was "already flooded", and that she had to take care of "any situation that can destabilise it".
Meanwhile, hundreds of migrants and refugees continued to camp out at the Croatia-Serbia border in Tovarnik, waiting for buses that they hope will take them further toward western Europe.
