In order to perform a buzzard take down you must first unlock the vehicle takedown skill by placing (1st 2nd or 3rd) in a racing event. You can find a chopper at the airport, and directly across from the buzzard is a road that always spawns enemy trucks. This video started there. It can be a bit tricky to pull off.
