"There should be no other arms in the south accept that of the Lebanese army and the international forces. The Israeli troops will be gone and so they will also leave with their weapons. Down the line, as we have indicated, there will have to be disarmament, but that is something that the Lebanese government and the people are going to resolve. There has to be a national consensus and a political agreement."

"We are working for the lifting of the siege and I have been discussing it with the Israeli authorities and other international partners, and I will discuss it when I am in Israel tomorrow, and I would hope to see some movement on that in the not too distant future."

STORYLINE:
UN Secretary General Kofi Annan on Monday talked about some of the outstanding issues threatening the fragile ceasefire between Israel and Hebollah in southern Lebanon, during a visit to Beirut on the first leg of a tour of the Middle East.
Speaking at a news conference in Beirut alongside Lebanese Prime Minister Fuad Saniora, Annan said he hoped to see some movement soon on the ongoing blockade by Israel of Lebanese ports and airports, and on the issue of the Israeli soldiers held by Hamas and Hezbollah.
Annan chided both Israel and Hezbollah, saying they could not pick and choose which parts of the UN cease-fire resolution to implement, and demanded the guerrillas release the two captured Israeli soldiers and that Israel lift a blockade on Lebanon.
On the issue of the kidnapped soldiers, Annan said they had discussed the issue and "I'm sure we will find a solution and they will be released."
Israel has insisted it will not negotiate, but it has arranged such swaps in the past.
