We have had a LOT of rain on our budded roses leading to some of the buds "Balling".
Rose “balling” occurs when a rosebud begins to open and it rains and then dries quickly in the sun’s heat. This fuses the outer petals and prohibits the bloom from opening.
Sometimes you can coax the rose to open!
