The Ash of War: Holy Ground is obtained inside the Auriza Hero's Grave (found in the eastern section of the Capital Outskirts) by destroying three specific Chariots.

There is a "correct" way to destroy them by triggering flame columns throughout the dungeon however, save your time and you can use Margit's or Mohg's Shackles as the pass which will destroy them also.
