1. Log in as a JIRA Administrator
2. Click on "Settings"
3. Click on "System"
To manage your general configuration, global permissions, look and feel and more
4. Click on "Project roles"
5. Enter "Name"
6. Enter "Description"
7. Click on "Add Project Role"
8. Project Role has been added!
