Richard Allen Carchman was Director of Philip Morris U.S.A. Scientific Affairs Research & Development in Richmond, Virginia, circa 1996. He was later promoted to be Vice President of Research, Development and Engineering for PM. He worked under Cathy Lynn Ellis. He retired in 1999. After retiring, Philip Morris paid Carchman $2,500 a day for testifying in court cases.
While at Philip Morris, Carchman had responsibility for all aspects of smoking and disease issues as they related to PM's products worldwide. These duties involved literature review and analysis, interaction with outside scientists, some of whom were consultants to the company, interaction with public health officials and public health scientists. He also had responsibility for biological testing done at INBIFO, PM's overseas biological testing lab. Carchman was on PM's Scientific Research Review Committee, which oversaw research done by PM consultants. He worked with Cathy Lynn Ellis, Senior Vice President of Philip Morris Worldwide Scientific Affairs
