Documents such as driving licence or registration certificate in electronic formats will be treated at par with original documents if stored on DigiLocker or mParivahan apps. According to Ministry of Road Transport and Highways "If documents are not available on mParivahan or DigiLocker then they will not be treated as legally recognised at par with the original documents,".
A Pollution Under Control Certificate is an approval that emission from your vehicle is under control and as per the pollution norms. It is an official document issued by the government after the thorough verification of the vehicle’s emission levels.
As per the Motor Vehicle Act, like a motor insurance policy, registration certificate, and driving license, a PUC certificate is now mandatory to carry while driving.
A PUC certificate is required as a validation. It authorizes that you can use the vehicle legally on the road. PUC Certificate confirms the percentage of carbon emission, that is, the amount of pollution your vehicle may contribute.
Your PUC certificate for car or bike will have information like:
1. The serial number of the PUC Certificate. It helps to monitor when was the last test taken by your vehicle.
2. The registration number of the vehicle.
3. The date of the PUC test.
4. The validity date of the PUC test.
5. The PUC test reading.
The procedure to obtain PUC is as under:
If the vehicle is new then the motor dealer will arrange for the PUC certificate.
For the renewal, you will have to take the vehicle to any authorized petrol pump.
They will scan the ejection pipe to check for the emission rate.
A certificate will be issued to you after you pay the fees.
The validity of the PUC Certificate for the new car or a bike is 1 year. The certificate will be renewed at regular intervals.
The validity of the renewed certificate is 6 months for both cars and bikes. In case, the reading is adverse, the validity of the certificate will depend on the reading.
The cost to obtain the Pollution Under Control Certificate varies from Rs.50/- to Rs.100/-. The cost also depends on the fuel type.
Just like you are penalized for not carrying a motor insurance policy, you will have to pay a fine for not carrying a PUC Certificate. And if you do so, then under section 190 (2) of the Motor Vehicle Act, you will be liable for prosecution.
Other than this, a fine of Rs.1000/- will be charged for the first time offence. But if you repeat it, a fine of Rs.2000/- is to be paid.
