Edwardian Londoners feared gangs of fighting 'hooligans,' thieving and causing havoc on the streets of London. Some thought the punishments handed down by the judiciary for assault and disorder were far too lenient and argued for harsh sentences. Others believed that the solution lay in its causes and not the penalties. Meanwhile, the streets offered an escape from desperate homes. They were the playgrounds of the poor and where some juveniles learned vulgar language and even worse behaviour. The streets were their own, that's all they knew, they protected them, and they did so in gangs.
