The move by the trade and industry minister comes as South Africa's economic troubles deepened this week, after a report showed that the economy had contracted by 1,3 percent in the second quarter.
Manufacturing, which accounts for about 13 percent of GDP, shrank for a second consecutive quarter. Stats SA put the sector at a minus 6-point-3 percent growth rate.
