This video shows installation of Paper theme on Ubuntu 16.10
Download the .deb package of paper theme and install using gdebi package installer.

For Ubuntu -

sudo add-apt-repository ppa:snwh/pulp
sudo apt-get update
sudo apt-get install paper-icon-theme
sudo apt-get install paper-gtk-theme
sudo apt-get install paper-cursor-theme
