Fallout 4 Next Gen playthrough continues with Covenant and the SAFE test quest. We have to do this SAFE test to get into Covenant if you are doing things the right way. I do run into the mayor outside the walls before the test which is not what typically happens but I am running other mods and everyone was fighting off an attack.
