A Quebec organization representing people living with disabilities filed more than 100 discrimination complaints with the province's human rights commission on behalf of Montrealers who say they can't access outdoor patio seating. The group says restaurants have ignored complaints and recommendations on how to improve spacing. Disability rights experts say infrastructure needs to be designed to accommodate everyone.
