Make the tallest Chair Stack before the pile collapses

Build a hideously unstable tower of miniature garden furniture! The plastic chairs in this set come in a variety of designs, all of them made to be precariously stacked on top of each other in an increasingly wobbly tower. Take it in turns to cautiously add chairs to the pile, carefully placing each four-legged throne on top of one another. How high can you stack the 18 chairs before they topple?
