Typically, the Disk Management utility is used to delete hard drive partitions. However, there are certain scenarios in which the 'Delete Volume' option is greyed out due to which users are not able to delete partitions. This often occurs if there is a Page file on the volume that you are trying to delete

What happens if I delete a volume in Disk Management?
When you delete a volume or partition on a disk, it will become unallocated space on the disk. You could then extend another volume/partition on the same disk into this unallocated space to add the unallocated space to the volume/partition.
How to allocate the unallocated space as a usable hard drive in Windows, follow these steps:
• Open the Disk Management console. ...
• Right-click the unallocated volume.
• Choose New Simple Volume from the shortcut menu. ...
• Click the Next button.
• Set the size of the new volume by using the Simple Volume Size in MB text box.
• Click the Next button.
• Click the Next button again
• Ensure that the NTFS format is chosen.
• Click the Next button.
• Click the Finish button to create the new volume.
• Windows prepares the disk by formatting it, laying down the tracks (or parking spaces) for the files. The amount of time taken to complete the operation depends on the size of the volume. Larger disk drives take longer to format.
• The display in the Disk Management console shows the drive being formatted; you can watch its progress in the Status column at the top center of the window. The drive isn’t assigned its new letter until after it’s formatted.
• When the operation is complete, you can close the Disk Management console.
How to disable the Paging file?
• Go to properties of This PC
• Click on the Advance Tap on the left
• Under Performance, click on settings
• Under virtual memory, click on change
• Untick the automatically manage paging file size….
• Select any drive you aim to disable its paging file
• Now, at the bottom, you will see the option which says, “No Paging File”, put a checkmark on it
• Click on the “Set” button
• Restart your computer or it asks you restart. Just do it. Restart is required for changes to effect.
• Now check if you can delete the drive
• Now you should be able to delete the drive.
• If you see the paging file is still there, you might have not turned off the paging file correctly, just go back and do it again and follow.
