Asheville police are teaming with state and federal prosecutors to go after repeat violent offenders under a program called the "Call-in List." The way it works is police identify the most violent offenders in the city, the worst of the worst according to APD Lt. Tim Splain. They're invited to a face to face meeting where they are told enough is enough. Splain said it's made clear that any future violent crime arrests will result in the maximum punishment. For those who take heed to the warning, there are critical social services like education, job training, and transportation provided. Criminal justice instructor Elizabeth Neelon said the two-fold approach makes it more likely the program will be successful. Neelon said offenders are more likely to stay out of trouble when core services are part of the deal.The last call-in list in March had 19 participants. Two of them have re-offended and face stiff penalties. Clarence Shivers is a suspect in a double shooting and Kareem Porter was just arrested on drug possession charges.
