To answer whether there are non-surgical ways to fix the frenulum, it is very difficult to treat a very tight phymosis and a very tight frenulum once it is already established. However you can try massaging with a lubricant like coconut oil and try to stretch the prepuce back so that frenulum over a period of time gets stretched. This is not very effective. Also you need to remember that once you pull your foreskin back, you should with the same action pull it forwards so that it doesn’t result in what is called as the para phymosis. Circumcisions are not painful. What happens in a circumcision is that we take out the foreskin and we put a few stiches around the neck of the glans and allow it to heal. What happens is generally the glans is very tender in the people who have not had a circumcision and that it takes some time , probably about a week to get what is known as a keratinization so that the skin on the glans becomes thicker and less sensitive. That is the period where you will have to take a little care like use a loose underwear and keep it covered with a gauze piece and out an antibiotic ointment on top. Otherwise circumcision as a surgery is not painful it is a simple surgery, it is done as a day care procedure, done under local anesthesia, unless you are very apprehensive in which case it can be done under general anesthesia.
