In a span of five years, St Balikudembe Park Yard Market, commonly referred to as Owino Market, has been gutted by four fires. As conspiracies abound, Police have not yet produced a conclusive report into the cause of these fires. During an interview this morning, we prodded the Police over its capacity to investigate.
