1. U.S. billionaires would pay tax on unrealized gains from their assets to help finance President Joe Biden's emerging social-policy and climate-change legislation, according to a proposal unveiled by the top Senate Democrat for tax policy.
2. A man who opened fire with a handgun at a shopping mall in Boise, Idaho, killing two people and injuring several others, including a police officer, died on Tuesday from wounds sustained during the violence a day earlier, authorities said.
