Orbiting mass will be much less than the central mass. This is true for everywhere in the universe. One of the best examples is our solar system. The sun contains 99.8 percent of the mass of the entire solar system. To make a system stable and balanced this type of mass distribution is necessary. Today we believe that the galactic centre of the milky way galaxy is about 4 million solar masses. Unfortunately this is not true. But my guess is that, like the Sun, 98% of the mass of the Milky Way galaxy is located in the supermassive black hole (center of the galaxy) alone. This information will help us to unlock many mysteries in our galaxy, including mystery of dark matter, dark energy, orbital anomaly of stars etc.
