Most of the time disabling signature verification in the package manager is done to install modded app on top of official one, there are legitimate uses for it as well.
Lots of apps' developers use multiple distribution platforms, and some of them add their own code and sign the APK/bundle with different key so the same app you install from Play Store may not be updated with APK downloaded from Github.
EDIT: on Android 13, there's a Lsposed module called "core patch", use it instead.
