Glyph of Power Word: Shield
Glyph of Penance

The next is your choice
Glyph of Prayer of Healing (better in 10 man raids) I prefer this as it let's me heal 10 mans more easily
Glyph of Flash Heal (better in 25 man raids)

Rotation
Power of Word: Shield - Spam on raid 90% of the time (in 25 man raids)
Prayer of Mending - If AoE dmg fight this is good
Penance - Quick way to stack Grace aka 9% reduced dmg on target you heal
Flash of Light - Good if someone has cooldown on shield (weakened soul debuff), penance, and Desperate Prayer - For a quick top up
Desperate Prayer - Really good for a OH SHIT moment. Long cooldown so use it only for OH SHIT HES GOING TO DIE moments

Spellpower GET AS MUCH AS POSSIBLE
Crit Your shields crit THIS IS HUGE GET TONS

Haste
154 with 5% totem haste and 3% from pali/boomy
257 with just 5% totem
325 Boomy/Ret pali
434 with NO raid buffs

Spirit The more you spirit you get the more 1 spirit converts into mp5.
Unlike stats, such as, crit which have diminishing returns this does the opposite. The more you get the more valuable it is. It also scales with Intellect.

MP5 Only good early game it falls off hard mid-late game
Intellect Don't gem for this it will come naturally

Extra info
Rapture: This talent is a HUGE mana regen, especially for AoE fights, and even more so Lich King LoD. You want to use lvl 13 shields at Lich King just before going into the Shadow Realm. This will grant you INSANE amounts of mana. You should have NO mana issues with this talent, at least not at Lich King.

Grace: Very useful for damage mitigation. 1 Penance will stack this full. 3 Holy Spell heals on the same target will stack 9% damage reduction. Very useful for small scale damage mitigation. Mainly used on tanks.

Power Infusion: 20% Spell Haste to the player you use this on. Preferably use this on a Fire Mage, Shadow Priest, or Holy Paladin depending on the situation.

Horde
Blood Elf 6% mana with 2 min cd
Troll 20% haste for 10 seconds, aka mini Blood Lust

Alliance
Human Increased Spirit and free CC trinket

If you're Horde and will play Shadow MS/OS go for Troll
If you're Alliance Human is the clear winner

Engineering IF you want to min max mobility and 27 spell power on cape and 315 haste on gloves
Engineering is BiS if you want to os/ms Shadow/Holy spec
Tailoring 295 sp proc (73 sp flat if calculated using uptime)

Leatherworking 46 spell power
Inscription 46 spell power
