When you're soloing, the further you get from the tonal center the more tension you create. Playing "outside" really refers to using notes that are harmonically "unexpected" to some degree. This can range from mildly "out" to really painful.
The big skill here is in controlling the tension you're suggesting. That's where it all either works or breaks. Here are a few tips to get started playing outside!
