An advocacy group is saying Catholic leaders just don''t get it when it comes to dealing with abuse allegations.
That latest charge comes amid the release of some previously secret Vatican documents.
According to the top church officials were warned more than 4 years ago about the Rev. Joseph Jeyapaul.
Then in 2007, he was charged with sexually assaulting a 14-year-old girl in Minnesota but to this day he continues to work in his home diocese in India.

The Vatican has dismissed those accusations as a smear campaign...
And during Easter services around the world members of the Catholic church rallied around pope and praised his job performance.

Prosecutors in Minnesota say they are trying to extradite Reverend Jeyapaul.
Jeyapaul has denied the abuse allegations and said he has no plans to return to the U-S to appear in court.
