Vote No on California Proposition 56
The official legislative analyst's office reports ([ Ссылка ]), that after collecting between $1.2 and $1.6 Billion in Tax Revenue, the allocation of funds will be as follows:
$1,000 Million on Medi-Cal (approx 62% of total),
$130 Million on tobacco control programs (approx 8% of total),
$70 Million on administrative costs (approx 4% of total),
$60 Million on UC research (approx 4% of total),
$48 Million on tobacco law enforcement (approx 3% total),
$40 Million on BOE administrative costs (approx 3% of total),
$30 Million on administrative costs (approx 2% of total), and
$20 Million on School Programs (approx 1% of total)
Furthermore, the legislation specifies a $3.87 per pack of cigarettes equivalency on e-liquid. However, there is no specification as to how they will calculate this "equivalency".
Instead this is one of those cases, where they wish the voters will just pass the law, so that they actual amount taxed and how it is calculated can be determined later.
In California, we already have laws in place to prevent teens and even young adults for purchasing tobacco products and vaping products, including e-liquid.
You must be 21 years of age, or have an active US Military ID and be 18 years of age to purchase these items.
We have rules in place to "protect the children". Not certain why we would need to tax these products to protect the children when they are by law unable to obtain them.
