The Milkyway Wishes minigame in Kirby Super Star doesn't allow Kirby to copy powers like normal. In this game, he's got to collect a Deluxe Copy Ability for each power, but once he does, he can equip that power at will for the remainder of the game.
So for example, one of the first Deluxe Copy Abilities you find is the Cutter power, and once you grab it, you can press Start or X to equip the Cutter power at any time during the game.
Some of these Deluxe Copy Abilities can be really hard to find, however, and I remember when I was in 4th Grade I had no idea where to find the Copy power.
It gets confusing because Copy is the name of an actual power in Kirby Super Star, and it basically does exactly what Kirby can NORMALLY do, which is to gain an enemy's power.
But long story short, here's where to find the Copy ability in Milky Way Wishes: On the overworld map of the galaxy, there's a bright green-ish star just above the Skyhigh level. It doesn't look like a level at all, but if Kirby hovers in front of it, you can press the A button to enter the planet "?"
This planet is filled with the T.A.C. enemies who are like... little cats who can steal your powers and allies. I guess they're supposed to be "cat burglars" which is a phrase I didn't learn until my thirties, so the joke was lost on me as a child.
Anyway, the planet is straightforward. At the end of two medium-short rooms, there's a door that will lead you to the Deluxe Copy Ability for the Copy Ability.
Not sure how you're supposed to figure that out ever!
