If water is leaking from the toilet handle hole, the flush valve overflow pipe is probably the wrong height. It is also likely that the fill valve has failed. This problem usually occurs in older toilets that have had a new flush valve installed. The installer fails to cut the pipe so that it is 1 inch below the toilet handle hole.
The overflow tube on a flush valve is designed to stop a toilet from over filling if the fill valve fails to stop at the normal water level. The excess water will go over the top of the overflow tube and into the bowl. If the overflow tube is too high, the water will leak out at the toilet tank lever and onto the floor.
The fill valve must also be adjusted to the proper height. The critical level must be 1 inch above the top of the overfill tube.
