Speaking to the Verkhovna Rada on October 16, President Volodymyr Zelenski outlined the principles of his victory plan, which aims to persuade the West to increase military and financial support for Ukraine in its war against Russia.
A day later, already in Brussels, the Ukrainian president said that his victory plan is possible because it depends on the will of Western countries, and this gives the plan a chance to become a reality.
