Addressing the National Assembly on 18 August 2021, Minister of Transport Fikile Mbalula said the Road Accident Fund had been operating on a financially unstable model. Mbalula said that RAF accumulated a deficit of R5.3 billion since March 2020 and had claims to the value of R14 billion that had been finalised but couldn’t be paid due to cashflow challenges.
