(16 Dec 1985) GS CAS URUGUAY: The Cartagena umbrella grouping of South American
25128513 nations has again appealed for fresh loans and lower interest
1"VT+BVU rates. Representatives of the eleven nations - who carry
between them almost all of the continent's 36 billion dollars
in foreign debts - began a two-day session of talks in
Montevideo.
