Some smaller integrated circuits (ICs) may lack reference planes in their package and need to rely on a solid reference plane on the board beneath them to allow for continuous return current paths for the signals inside, reducing the risk of common-mode radiation. This rule checks that IC components have a solid reference beneath them.
