Policing minister Dame Diana Johnson told Sky News the government's plans to cut the winter fuel payment for millions of pensioners was a "really tough decision", that "nobody wants to make".
She repeated the government's stance they have to make the choice because of the "economic inheritance" from the last government, adding she will support the motion when it is voted on in the Commons.
