"We proposed Plan Colombia for Putumayo (referring to a province south of the country) for the first five years and in the first two years we had already eradicated almost 15 percent of the crops in Putumayo but still we need more money, we need to expand these social programs and I think that the US now, as it has been in the last year, they are going to support Colombia because what we really are aware of today is that terrorism around the world is financed by drugs. If you see Al Qaeda, if you see all these terrorists attacks in Madrid they were financed with terrorist and narco-terrorist resources, with drug resources, so I think that is a commitment of the United States and of Colombia and of the world to attack and eradicate terrorism and basically its financial resources or sources that is narco- traffic."

"I did agree to his re-election (referring to president Uribe) but what I didn't agree with was an immediate re-election, because it would bring us to an institutional crisis in the country. I do think re-election is good but I don't think it was a good idea to modify the constitution for a personal benefit as I have expressed it. I think it is good for the future because in Colombia, the litmus test is for all the ones who have taken power to know if they did the right thing or not, nor the fact if you get re-elected or not"

"But I do think that the issues will be the same. The issues without getting into detail are encouraging the government, encouraging our armed forces. Of course issues related to expand Plan Colombia, extraditions, the fight against drug trafficking and terrorism, the FTAA (referring to Free Trade Agreement of the Americas) which is very important for us and of course a new issue that has to be discussed and it's the peace and justice law, that is what we have to work hard on in the United States"

STORYLINE:
Colombia's newly appointed ambassador to the United States said on Tuesday that he will seek more funds from Washington to combat drug trafficking and warned that Colombian cocaine cartels were forging ties with terrorist groups around the world.
"We need more money," former President Andres Pastrana said in an interview with The Associated Press at his spacious Bogota offices, a day after he was named as his country's next envoy to Washington. Pastrana insisted that global terrorism can't be defeated until governments work together to remove one the terrorists' biggest sources of funding- narcotics. "Terrorism around the world is financed by drugs," he said.
