"To address this crisis we need of course to strengthen our external border and to work with Turkey to reduce hopefully to zero at some point the influx of migrants, to ensure the hotspots the minister was talking about function, including registration, detention and return, that we make also a credible progress on the admission and return. And that we also establish a relocation scheme for all asylum requests in the European Union and to work on the European Coast guards."

"In a broader sense relocation in itself is not the solution. It can be part of the package of measures that´d help us deal with the influx. So we will be focusing more on the other parts that not have been decided yet and have to be implemented like strengthening the border and the border patrols and lowering the influx in the European Union."

"We are convinced that it doesn't make much sense to talk about the redistribution and the obligatory relocation schemes if we are unable to prove that we can protect our external border and that we are able to make the influx of migrants transparent and to prevent the illegal immigration from reaching our countries. So this is what we said and we ensured our partners (Dutch ministers) that this is the attitude of the entire Visegrad Group. We don't think the permanent quotas could help in this situation."

STORYLINE
Dutch Foreign Minister Bert Koenders on Friday called on the European Union to stand united to tackle the influx of refugees.
Koenders, whose country took over the rotating EU presidency in January, said that reducing the numbers of refugees coming to Europe is a key goal.
But his meeting with his Czech counterpart Lubomir Zaoralek in Prague on Friday proved unity is hard to achieve.
Zaoralek again dismissed a plan approved last year by the EU to redistribute 120,000 asylum-seekers among the bloc's 28 nations.
Zaoralek said he was also speaking on behalf of Hungary, Poland and Slovakia, the countries that form an informal grouping known as Visegrad Four.
Slovakia and Hungary are already legally challenging the redistribution system.
