It is used as an adjective to describe situations that are confusing, frightening, and often characterized by illogical or nightmarish qualities.
"Kafkaesque" is also a word that Elon Musk has recently used to describe what is happening to SpaceX's Starship Flight 5.
Nothing would be worse than when the fifth full-scale test flight of the Starship program has been ready to launch since the first week of August and the FAA targeted mid-September to determine the approval of a launch license, out of the blue, there is a plot twist at the 90th minute.

The Federal Aviation Administration has signaled to SpaceX that it won't approve a launch license for the next test flight of the Starship rocket until at least late November. It means that Starship's next flight will be delayed two months from now. And more comically, the reason driven for the decision seems to be, well, unfathomable.
"It's understands that such a unique operation would require additional time to analyze from a licensing perspective" SpaceX wrote on its website.
"instead of focusing resources on unfortunately critical safety analysis and collaborating on rational safeguards to protect both the public and the environment, the licensing process has been repeatedly derailed by issues ranging from the frivolous to the patently absurd."
